HB 337-FN-LOCAL - FISCAL NOTE

AN ACT permitting the issue of temporary licenses for certain sellers of animals.

FISCAL IMPACT:

The Department of Agriculture Markets and Food states this bill will increase state restricted revenue by $10,000 in FY 2010 and $20,000 in FY 2011 and each year thereafter. The Department states this bill will increase state general fund expenditures by less than $10,000 in FY 2010 and each year thereafter. There will be no fiscal impact on county and local revenues or expenditures.

METHODOLOGY:

This bill permits the issue of temporary licenses for certain sellers of animals. The Department of Agriculture Markets and Food states this bill will increase state restricted revenue to the Companion Animal Neutering Fund by $10,000 in FY 2010 and $20,000 each year thereafter. The Department’s revenue estimate is based upon revenue collected by the state of Maine for a similar provision within their statute and derived from a similar population.

The Department states this bill will increase state general fund expenditures by less than $10,000 in FY 2010 and each year thereafter. The Department’s estimate is based upon anticipated costs associated with the implementation of the proposed legislation that include labor estimates for administration and complaint resolution as well as necessary supplies. The Department also notes that the estimates presented do not take into consideration administrative costs associated with the review of advertisements for license numbers by the Department or the impact of fines issued for violations of the legislation.

This bill does not contain an appropriation or establish positions.
