STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to a lottery ticket to benefit homeless veterans’ programs.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Lottery Ticket; Homeless Veterans’ Housing. The lottery commission shall develop a state lottery ticket to be sold for $5 by January 1, 2010. Notwithstanding RSA 284:21-j, the commission shall distribute all proceeds from sales of this ticket, less any administrative costs, to the state veterans council established in RSA 115:1 for the development of homeless veterans’ housing programs.

2 State Veterans Council; Duties. Amend RSA 115:6 to read as follows:

115:6 Duties. The state veterans council shall assist veterans who are residents of this state or their dependents to secure all benefits or preferences to which they may be entitled under any state or federal laws or regulations. The council shall accept funds from sale of the designated lottery ticket for the development of homeless veterans’ housing programs. The council shall employ such assistance as may be necessary, within the limits of the appropriation made therefor, subject to the rules of the state division of personnel.

3 Effective Date. This act shall take effect 60 days after its passage.

HB 454-FN - FISCAL NOTE

AN ACT relative to a lottery ticket to benefit homeless veterans’ programs.

FISCAL IMPACT:

      The Lottery Commission and Veterans Council state this bill will increase state restricted revenue and expenditures by an indeterminable amount in FY 2009 and each fiscal year thereafter. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Lottery Commission states under this bill it would develop a $5 lottery ticket to benefit homeless veterans. Revenue received from the sale of the tickets, less expenses and prizes, would be available to the Veterans Council for the development of homeless veterans housing programs.

    The Veterans Council states it is unable to determine the amount of revenue that would be generated from the sale of a $5 lottery ticket. The Commission states that because there are no state programs currently in place to deal specifically with homeless veteran’s issues, it is not possible to estimate expenditures for any programs developed. The Commission states program development and implementation might include emergency small grant and loan programs for homeless veterans or facilities, agencies, or charitable organizations that provide care and services to homeless veterans.
