STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to driver’s license fees.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Driver’s License Fees. Amend RSA 263:42, I to read as follows:

I. For each original driver’s license and examination or driver’s license renewal, other than for a commercial vehicle or motorcycle- [$50] $55; for each youth operator’s license and examination- $10 per year, not to exceed $50; for each license issued to a nonresident alien for less than 5 years- $10 per year or portion thereof; for each original commercial driver license and examination or commercial driver license renewal- $60; for each commercial driver license reexamination in a one-year period- $20; for each commercial vehicle endorsement, renewal of an endorsement, or removal of a restriction- $10; for each special motorcycle original license and examination or special motorcycle license renewal- $50; for each original motorcycle endorsement- $25; for each motorcycle endorsement renewal- no charge. For each original driver’s license issued, $5 shall be credited to the driver training fund established by RSA 263:52 and $5 shall be credited to the police standards and training council training fund established by RSA 188-F:30. Except as provided in RSA 263:14 and RSA 263:39-a, III, every license shall expire on the licensee’s birth date in the fifth year following the issuance of such license. No fee collected under this paragraph shall be refunded once an examination has been taken or a license issued, except as provided in RSA 263:43.

2 Effective Date. This act shall take effect July 1, 2009.

HB 465-FN-A - FISCAL NOTE

AN ACT relative to driver’s license fees.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state restricted revenue by $150,000 in FY 2010, FY 2011, FY 2012, and FY 2013, increase highway fund revenue by $1,408,000 in FY 2010, $413,600 in FY 2011, $1,408,000 in FY 2012, and $1,408,000 in FY 2013, and increase local revenue by $192,000 in FY 2010, $56,400 in FY 2011, $192,000 in FY 2012, and $192,000 in FY 2013. This bill has no fiscal impact on state, county, and local expenditures or county revenues.

METHODOLOGY:

    The Department of Safety states this bill increases the fee for an operator’s driver’s license by $5. The fee increase for original driver’s licenses will be credited to the police standards and training council (PSTC) training fund and renewals will be credited to the highway fund. The Department states it issues approximately 30,000 original licenses and 320,000 renewals annually, with the exception of FY 2011. The Department estimates in FY 2011, 94,000 licenses will be renewed because of a change in legislation in FY 2002 from 4 year licenses to 5 year licenses. Due to this change, a pattern exists that every 5 years, beginning in FY 2006, there are decreased renewals. The Department anticipates 94,000 license renewals in FY 2011. The Department states this bill will have the following impacts:
