STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT establishing a commission to study the efficiency and responsiveness of state government.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Commission Established. There is established a commission to study the efficiency and responsiveness of state government.

2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) The commissioner of the department of environmental services, or designee.

(b) The commissioner of the department of health and human services, or designee.

(c) The commissioner of the department of administrative services, or designee.

(d) The commissioner of the department of transportation, or designee.

(e) The commissioner of the department of education, or designee.

(f) The chancellor of the university system of New Hampshire, or designee.

(g) The legislative budget assistant, or designee.

(h) A member of the governor’s staff, appointed by the governor.

(i) Four public members, appointed by the governor.

(j) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(k) Two members of the senate, appointed by the president of the senate.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

3 Duties. The commission shall study the efficiency and responsiveness of state government as measured by the Pew Center on the States in its 2008 government performance project. The commission shall use the Pew study as a starting point for initiating a comprehensive analysis of state management systems and developing a strategic plan for state government that includes measurable benchmarks in the areas of personnel management, the state budget and accounting system, information technology, infrastructure planning, and such additional areas as the commission deems appropriate. The commission shall solicit such information and testimony as may be necessary to assist the commission in the performance of its duties.

4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Nine members of the commission shall constitute a quorum.

5 Report. On or before November 1, 2009, the commission shall submit an interim report of its findings and recommendations for further development and implementation of a strategic plan for state government to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library. The commission shall submit a final report to the same parties on or before November 1, 2010.

6 Effective Date. This act shall take effect upon its passage.
