STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to providing downloadable audio files of legislative and other documents.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Publication and Distribution of Bills, Joint Resolutions, Legislative Manual, Statutes, Journals, and Reports; Downloadable Audio Files Added. Amend RSA 20 by inserting after section 19 the following new section:

20:20 Downloadable Audio Files. The general court shall maintain in one location on the state’s Internet site a collection of publically issued legislative and other documents available as downloadable audio files. Such documents shall include at a minimum: Introduced bills and resolutions, adopted amendments, the state constitution, house rules, senate rules, legislative ethics rules, house calendars, senate calendars, and the listing of legislative services requests for proposed legislation.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 650 FISCAL NOTE

AN ACT relative to providing downloadable audio files of legislative and other documents.

FISCAL IMPACT:

      The Office of Legislative Accounting states this bill will increase state general fund expenditures by an indeterminable amount in FY 2009 and each year thereafter. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

    The Office of Legislative Accounting states this bill will require the general court to make certain legislative and other documents available as downloadable audio files on the state’s Internet site. The Office is not able to determine the costs associated with the development and maintenance of making legislative and other documents downloadable audio files on the state’s Internet site.
