STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT relative to the discount rate used in the electronic toll collection for frequent users.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Toll Criteria. Amend RSA 237:11, V to read as follows:

V. Notwithstanding any other provision of law to the contrary, the discount on the established tolls on any of the turnpikes in the system for vehicles using the regional electronic toll collection system shall be [30] 15 percent for passenger vehicles, including motorcycles, and 10 percent for commercial vehicles; provided that no account for passenger vehicles, including motorcycles, shall be charged more than 33 toll plaza transactions per month per transponder.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 670 FISCAL NOTE

AN ACT relative to the discount rate used in the electronic toll collection for frequent users.

FISCAL IMPACT:

    The Department of Transportation states this bill will increase state restricted revenues by $3,400,000 in FY 2010 and each year thereafter and increase state restricted expenditures by $250,000 in FY 2010. This bill will have no fiscal impact on county and local revenues or expenditures.

METHODOLOGY:

    This bill modifies the discount on tolls for vehicles using the regional electronic toll collection system. The Department of Transportation states this bill will increase state turnpike fund revenue by $3,400,000 in FY 2010 and each year thereafter. The Department’s revenue estimate is based on a study conducted by Jacobs, Carter, Burgess.

    The Department also states the proposed legislation will increase state turnpike expenditures by $250,000 in FY 2010. The Department’s expenditure estimate reflects the one time costs associated with software changes that would be necessary to implement the proposed legislation.
