STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nine
A RESOLUTION urging the United States Senate to ratify the Comprehensive Test Ban Treaty.
Whereas, the existence of nuclear weapons, their proliferation, and the threat of use represent one of the greatest threats to the United States and all humanity; and
Whereas, the ratification of the Comprehensive Test Ban Treaty by the United States Senate would be a major step forward in global efforts to curb nuclear proliferation; and
Whereas, at the 2000 Nuclear Non-Proliferation Treaty Review Conference, the United States made the commitment to ratify the Comprehensive Test Ban Treaty as one of the 13 steps towards nuclear nonproliferation and disarmament; and
Whereas, at the heart of the Comprehensive Test Ban Treaty is the obligation “not to carry out any nuclear weapon test explosion or any other nuclear explosion” as well as a rigorous verification regime; and
Whereas, the time is long past for the United States to take leadership in calling for the comprehensive, unequivocal, and verifiable ban on all nuclear weapons testing; now therefore, be it
Resolved by the House of Representatives, the Senate concurring:
That the New Hampshire legislature calls on the United States Senate to ratify the Comprehensive Test Ban Treaty as one of its most important foreign policy priorities in the 111th Congress; and
That copies of this resolution be forwarded by the house clerk to the Majority and Minority Leaders of the United States Senate, the Vice President of the United States, and to each member of the New Hampshire congressional delegation.
