STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

A RESOLUTION urging Congress to modify Medicare payments to enhance the compensation of primary care providers.

Be it Enacted by the Senate and House of Representatives in General Court convened:

Whereas, many current attempts to reduce health care costs, improve access to health care, and assure quality health care are based on providing a medical home for all, and the medical home assumes the presence of a primary care provider; and

Whereas, health care for individuals in rural settings requires the availability of primary care providers; and

Whereas, the number of providers entering primary care has dropped below what is required to sustain the current health care system, much less staffing the system required to deliver adequate health care to all New Hampshire citizens; and

Whereas, the loss of primary care providers is evident in New Hampshire in ever increasing numbers, largely because providers are entering specialty practices rather than primary care due to the starkly lower compensation of primary care providers; and

Whereas, the structure of health care provider compensation in the Medicare program sets the pattern for provider compensation generally; now, therefore, be it

Resolved by the Senate and House of Representatives in General Court convened:

That Congress is hereby urged to change the Medicare payment structure to suitably enhance the compensation of primary care providers; and

That copies of this resolution be sent by the house clerk to the President of the United States, the Speaker of the United States House of Representatives, the President of the United States Senate, and to each member of the New Hampshire congressional delegation.
