AN ACT increasing the differential pay for certain employees of the Glencliff home.

ANALYSIS

This bill increases the differential pay for direct care providers at the Glencliff home from $5 to $25. This bill also authorizes direct care employees of the Glencliff home certified capable of administering medication to receive a salary increase of one labor grade.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nine

AN ACT increasing the differential pay for certain employees of the Glencliff home.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Salary Differential; Glencliff Home Deleted. Amend RSA 99:11, I to read as follows:

I. The annual salaries of classified employees who are actively engaged in the care and treatment of patients or inmates at the New Hampshire hospital, Laconia developmental services, [Glencliff home,] New Hampshire veterans’ home, and the youth development center, and the security employees, pharmacists, and dieticians employed at the New Hampshire hospital, shall be increased by a $5 per week differential. This paragraph shall not apply to those employees who receive hazardous duty pay under RSA 99:10.

2 New Paragraph; Glencliff Home; Salary Differential Increased. Amend RSA 99:11 by inserting after paragraph I the following new paragraph:

I-a. The annual salaries of classified employees who are actively engaged in the care and treatment of patients at the Glencliff home shall be increased by a $25 per week differential.

3 Direct Care Employees Certified to Administer Medications; Glencliff Home; Salary Increased. Amend RSA 99:11, II to read as follows:

II. Any direct care employee of the Laconia developmental services and the Glencliff Home, certified capable of administering medication under RSA [326-B:17, VII] 326-B:43, VI, shall receive a salary increase of one grade in the salary scale while authorized by the superintendent to administer medication.

4 Effective Date. This act shall take effect 60 days after its passage.

191-FN-A - FISCAL NOTE

AN ACT increasing the differential pay for certain employees of the Glencliff home.

FISCAL IMPACT:

The Department of Health & Human Services states this bill will increase state general fund expenditures by $49,863 in FY 2009 and $129,643 in FY 2010 and each fiscal year thereafter. There will be no fiscal impact on county and local expenditures or state, county, and local revenue.

METHODOLOGY:

The Department of Health & Human Services (DHHS) states this bill increases the differential pay for direct care providers at the Glencliff home by $20 per week, and provides a labor grade increase to licensed nurse’s aids certified capable of administering medication. DHHS calculated the fiscal impact of this bill without considering potential step increases and negotiated pay increases. DHHS calculated the FY 2009 fiscal impact by assuming this bill would be effective for the final 10 pay periods of the fiscal year.

Direct Care Differential Increase

98 employees x $20 increase per week x 2 weeks per pay period x 26 pay periods per year =

$101,920 annual salary increase

$101,920 x .1977 for benefits (Social Security, Medicare, retirement) = $20,150

Total: $101,920 + $20,150 = $122,070

Medication Administration Labor Grade Increase

320 employee hours per pay period x $0.76 per hour increase x 26 pay periods per year =

$6,323 annual salary increase

$6,323 x .1977 for benefits (Social Security, Medicare, retirement) = $1,250

Total: $6,323 + $1,250 = $7,573
