STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT restoring moneys for revenue sharing to cities and towns.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Operating Budget; Revenue Sharing. Amend 2009, 143:20 to read as follows:

143:20 Revenue Sharing. In addition to any other sums appropriated to the state treasurer, the sum of [$1] $25,000,000 for the fiscal year ending June 30, 2010 and the sum of [$1] $25,000,000 for the fiscal year ending June 30, 2011 are hereby appropriated to the state treasurer for revenue sharing. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2 Repeal. 2009, 144:9, relative to suspension of revenue sharing to cities and towns, is repealed.

3 Effective Date. This act shall take effect upon its passage.

HB 1274-FN-A-LOCAL - FISCAL NOTE

AN ACT restoring moneys for revenue sharing to cities and towns.

FISCAL IMPACT:

      The Treasury Department and the New Hampshire Municipal Association state this bill will increase state general fund expenditures and local revenue by $25,000,000 in FY 2010 and in FY 2011. There will be no fiscal impact on state and county revenue or on county and local expenditures.

      This bill appropriates $25,000,000 from the general fund in FY 2010 and $25,000,000 from the general fund in FY 2011 to the Treasury Department for the purposes of this bill.

METHODOLOGY:

    The Treasury Department states this bill appropriates $25,000,000 of state general funds for revenue sharing in each fiscal year of the 2010 and 2011 biennium. The Department states this bill represents a restoration of the revenue sharing distribution to municipalities, which was suspended for the 2010 and 2011 biennium during the 2009 legislative session. The Department states this restoration represents both an increase in state general fund expenditures and an increase in local revenue. The Department assumed this suspension of the distribution would be in effect for the 2010 and 2011 biennium only, with the distribution resuming in FY 2012, so it did not reflect these increases subsequent to FY 2011.

    The New Hampshire Municipal Association state this bill’s restoration of the revenue sharing distribution increases local revenue by $25,000,000 in each fiscal year of the 2010 and 2011 biennium. The Association also assumed the suspension of the distribution was in effect only for the 2010 and 2011 biennium, so it did not project additional local revenue subsequent to FY 2011.
