STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT requiring the racing and charitable gaming commission to establish fees for licensees conducting live racing to generate revenue that approximates the direct costs of administration.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Paragraph; Racing and Charitable Gaming Commission; Fees to Cover Costs of Administering Live Racing. Amend RSA 284:6-a by inserting after paragraph V the following new paragraph:

VI. The racing and charitable gaming commission shall establish and adjust annual fees for licensees conducting live racing in an amount sufficient to generate revenue that approximates the direct costs of administering the live racing provisions of this chapter.

2 Effective Date. This act shall take effect July 1, 2010.

HB 1297-FN - FISCAL NOTE

AN ACT requiring the racing and charitable gaming commission to establish fees for licensees conducting live racing to generate revenue that approximates the direct costs of administration.

FISCAL IMPACT:

      The Racing and Charitable Gaming Commission states this bill will increase state general fund revenue and expenditures by $339,425 in FY 2011, $339,425 in FY 2012, and $339,425 in FY 2013. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Racing and Charitable Gaming Commission states this bill will require fees be established for licensees conducting live racing to generate revenue to cover the direct costs of administration. The Commission plans to bill tracks for the reimbursement of direct costs on a monthly basis, similar to the process used for reimbursement of the costs associated with judges and veterinarians. The Commission assumes the three tracks licensed to conduct live racing will continue to be licensed in FY 2011 through FY 2013. The Commission estimates it will incur direct costs of $339,425 in each of those years if all three tracks conduct live racing.
