STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT establishing a committee to study the need for supportive housing for homeless veterans.

Be it Enacted by the Senate and House of Representatives in General Court convened:

147:1 Committee Established. There is established a committee to study the need for supportive housing for homeless veterans.

147:2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

II. The committee may seek input from:

(a) The department of health and human services.

(b) The department of corrections.

(c) The housing finance authority.

(d) The state veterans council.

(e) The New Hampshire Municipal Association.

(f) New Hampshire Legal Assistance.

(g) The United States Department of Housing and Urban Development.

(h) Any other individual or organization the committee deems necessary or appropriate.

III. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

147:3 Duties. The committee shall study the need for providing supportive housing for veterans who are homeless in New Hampshire. For purposes of the committee’s study, supportive housing is permanent, independent, and affordable housing combined with on-site or visiting case management and support and employment services. The committee shall consider financing methods for such supportive housing, including available federal funding.

147:4 Chairperson; Meeting. The members of the committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section.

147:5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2010.

147:6 Effective Date. This act shall take effect upon its passage.
