STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT establishing a commission to study urban compacts.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Commission Established. There is established a commission to study urban compacts.

2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Three members of the house of representatives, 2 of whom shall be from any 2 of the 27 towns in the current compact and one of whom shall be from the house public works and highways committee, appointed by the speaker of the house of representatives.

(b) One member of the senate from the senate transportation and interstate cooperation committee, appointed by the president of the senate.

(c) One representative of the department of transportation who is familiar with the urban compact, appointed by the commissioner of the department of transportation.

(d) Two representatives of the New Hampshire Association of Regional Planning Commissions from commissions that do not represent towns represented by the 2 house members, appointed by that association appointed in subparagraph I(a).

(e) Five members representing towns within the compact that are not represented by any of the other members, appointed by the governor.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

3 Duties. The commission shall study the urban compact, including:

I. The history of the compact.

II. Problems with the compact as it currently exists.

III. The manner in which funding is distributed.

IV. Compact projects in the 10-year transportation plan.

4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Seven members of the commission shall constitute a quorum.

5 Report. The commission shall report its findings and any recommendations for solutions, proposed legislation, and grants to the commissioner of the department of transportation, chairman of the public works and highways committee, chairman of the transportation and interstate cooperation committee, speaker of the house of representatives, president of the senate, house clerk, senate clerk, governor, and state library on or before November 1, 2010.

6 Effective Date. This act shall take effect upon its passage.
