STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT establishing a memorial number plate to honor New Hampshire law enforcement officers who die in the line of duty.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Law Enforcement Memorial Number Plates. Amend RSA 261 by inserting after section 87-c the following new section:

261:87-d Law Enforcement Memorial Number Plates. The director is hereby authorized to issue special law enforcement memorial number plates to honor New Hampshire law enforcement officers who die in the line of duty, in lieu of other number plates. The design of these special plates shall be determined by the commissioner in consultation with the New Hampshire Police Association and the New Hampshire Sheriffs’ Association. Such plates shall be issued upon application and payment of a one time $25 fee to recover production and administrative costs that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required. Renewals of such special number plates shall be charged the fee assessed for standard motor vehicles as prescribed under RSA 261:141.

2 Effective Date. This act shall take effect January 1, 2011.

HB 1463-FN - FISCAL NOTE

AN ACT establishing a memorial number plate to honor New Hampshire law enforcement officers who die in the line of duty.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state highway fund revenue by $20,000 and increase state highway fund expenditures by $48,366 in FY 2011 and increase state highway fund expenditures and local revenue by $2,400 in FY 2012. There is no fiscal impact on county revenue or county and local expenditures.

METHODOLOGY:

    The Department of Safety states this bill establishes a memorial number plate to honor New Hampshire law enforcement officers who die in the line of duty. The Department assumes 800 sets of these plates will be issued. The Department assumes it will collect $20,000 (800 sets of plates * $25 one-time fee) in revenue in FY 2011. The Department assumes the following expenditures in FY 2011 associated with producing the plates: $2,000 for new sheathing and setup costs, $1,928 for mailing plates (800 plates * $2.41 to mail a set of plates), $688 for additional aluminum, and $43,750 for 250 hours of computer programming time at $175 per hour. Total expenditures for FY 2011 will be $48,366.

    The Department also states that pursuant to RSA 235:23, any increase in highway fund revenue will increase state expenditures and local revenue by 12% of the revenue increase for local highway aid. In FY 2012, local government revenue and highway fund expenditures will increase by $2,400.
