STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT establishing firefighter number plates.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Firefighter Number Plates. Amend RSA 261 by inserting after section 91-a the following new section:

261:91-b Firefighter Number Plates. The director shall design and issue special number plates to be affixed to the personal vehicles of certified firefighters. The plates shall include a rendering of the Maltese cross. The plates shall retain the “live free or die” logo. Such plates shall be issued only upon application and upon payment of a $35 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required. Plates shall be renewed on an annual basis for $35 per set. Of fees collected under this section, the department shall retain an amount as is necessary to recover production and administrative costs associated with the firefighter number plates and the remainder shall be forwarded to the treasurer to be credited to the fire academy. Each application for issuance or renewal of firefighter number plates shall include a letter from the applicant’s fire chief verifying his or her status as a certified firefighter.

2 Effective Date. This act shall take effect July 1, 2010.

HB 1465-FN-A - FISCAL NOTE

AN ACT establishing firefighter number plates.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state highway fund revenue by $40,950 in FY 2011 and each year thereafter; increase state highway fund expenditures by $50,570 in FY 2011 and by $4,914 in FY 2012 and each year thereafter; and increase local revenue by $4,914 in FY 2012 and each year thereafter. There is no fiscal impact on county revenue or county and local expenditures.

METHODOLOGY:

    The Department of Safety states this bill establishes firefighter number plates. The Department estimates 1,170 sets of these plates will be issued. The Department assumes it will collect $40,950 (1,170 sets of plates * $35 annual fee) in revenue in FY 2011 and each year thereafter. The bill states the Department is able to retain the portion of the $35 fee necessary to recover production and administrative costs associated with the plate with any remainder forwarded to the treasurer to be credited to the fire academy. The Department assumes the following expenditures in FY 2011 associated with producing the plates: $4,000 for new sheathing and setup costs, $2,820 for mailing plates (1,170 plates * $2.41 to mail a set of plates), and $43,750 for 250 hours of computer programming time at $175 per hour. Total expenditures for FY 2011 will be $50,570.

    The Department also states that pursuant to RSA 235:23, any increase in highway fund revenue will increase state expenditures and local revenue by 12% of the revenue increase for local highway aid. In FY 2012 and each year thereafter, local government revenue and highway fund expenditures will increase by $4,914 ($40,950 * 12%).
