HB 1506 FISCAL NOTE

AN ACT establishing a state aeronautical fund.

FISCAL IMPACT:

      The Department of Transportation states this bill will decrease state general fund revenue and increase state restricted revenue and expenditures by $1,000,000 in FY 2011 and each year thereafter. This bill will have no fiscal impact on county and local revenue and expenditures.

METHODOLOGY:

    The Department of Transportation states this bill would establish a state aeronautical fund which would consist of revenue from airways toll and aircraft registration and operating fees. The Department states the revenue from the aircraft registration program (including the aircraft operating fee) and aircraft fuel sales is estimated to remain flat for a 5 year period due to the downturn in the economy. The Department assumes revenue of approximately $1,000,000 in each fiscal year:

Aircraft Operating Fee

$ 660,000

Fees, Fines & Misc.

6,000

Aircraft Registration Fee

65,000

Aviation Fuel Tax

269,000

Total

$1,000,000

    This revenue will no longer be deposited into the state general fund, but will now be deposited into and expended from the newly established non-lapsing and continually appropriated state aeronautical fund. The Department further states that $680,000 of the current general fund appropriation will still be used to support the administrative functions of the Bureau of Aeronautics since the $1 million aeronautic fund revenue will be expended as stated in the bill and not for bureau administrative costs. This bill will have no fiscal impact on county and local revenue and expenditures.
