AN ACT increasing registration fees for certain OHRV and OHRV trails maintenance vehicles, and for transfer of registration of an OHRV or snowmobile.

This bill increases the OHRV registration fees for antique vehicles, increases the registration transfer fees for OHRVs and snowmobiles, and increases the registration fees for OHRV trails maintenance vehicles.

AN ACT increasing registration fees for certain OHRV and OHRV trails maintenance vehicles, and for transfer of registration of an OHRV or snowmobile.

Be it Enacted by the Senate and House of Representatives in General Court convened:

181:1 OHRV; Transfer of Registration; Fee Increased. Amend RSA 215-A:22, I to read as follows:

I. A person who conveys to another the ownership of his registered OHRV may register in his name another OHRV for the remainder of that registration year, at a reduced rate of [$13] $17.50, provided that the reverse side of the registration form is completely filled out and submitted to a registration agent upon request for transfer.

181:2 OHRV Registration Fees; Antique All Terrain Vehicles; Antique Trail Bikes. Amend RSA 215-A:23, II-a and II-b to read as follows:

II-a. Resident antique all terrain vehicle permanent registration- [$35] $46.50 for each registration upon presentation of a valid New Hampshire driver’s license issued to a person 18 years of age or older. From each fee collected pursuant to this paragraph:

(a) The first [$20] $26.50 shall be appropriated to the department of resources and economic development for administration of the bureau’s grant-in-aid program pursuant to paragraph VI.

(b) From the balance, [$7.50] $10 shall be appropriated to the department of resources and economic development for administration of the bureau for the purposes listed in paragraph VII, and [$7.50] $10 shall be appropriated to the department of fish and game for the purposes listed in paragraph VIII.

II-b. Resident antique trail bike permanent registration- [$35] $46.50 for each registration upon presentation of a valid New Hampshire driver’s license issued to a person 18 years of age or older. From each fee collected pursuant to this paragraph:

(a) The first [$20] $26.50 shall be appropriated to the department of resources and economic development for administration of the bureau’s grant-in-aid program pursuant to paragraph VI.

(b) From the balance, [$7.50] $10 shall be appropriated to the department of resources and economic development for administration of the bureau for the purposes listed in paragraph VII, and [$7.50] $10 shall be appropriated to the department of fish and game for the purposes listed in paragraph VIII.

181:3 OHRV Registration Fees; Transfers. Amend RSA 215-A:23, V to read as follows:

V. Registration after transfer as provided in RSA 215-A:22- [$13] $17.50.

(a) The first $8 shall be appropriated to the department of resources and economic development for administration of the bureau’s grant-in-aid program pursuant to paragraph VI.

(b) From the balance, [$2.80] $3.50 shall be appropriated to the department of resources and economic development for administration of the bureau for the purposes listed in paragraph VII, and [$2.20] $3.50 shall be appropriated to the department of fish and game for the purposes listed in paragraph VIII.

181:4 Snowmobiles; Transfer of Registration. Amend RSA 215-C:37, I to read as follows:

I. A person who conveys to another the ownership of his or her registered snowmobile may register in his or her name another snowmobile for the remainder of that registration year, at a reduced rate of [$13] $17.50, provided that the reverse side of the registration form is completely filled out and submitted to a registration agent upon request for transfer.

181:5 Off Highway Recreational Vehicles and Trails; Registration Fees. Amend RSA 215-A:23, XI to read as follows:

XI. Notwithstanding any other provision of this section, [$5] $6.70 for each set of plates for OHRV trails maintenance vehicles. No other fees shall be collected under this chapter for the registration of such vehicles. Any such funds collected shall be appropriated to the department of fish and game for the costs of administration of OHRV trails maintenance vehicles.

181:6 Effective Date. This act shall take effect July 1, 2010.
