STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT establishing Red Sox number plates to benefit the Children’s Hospital at Dartmouth.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; Red Sox Number Plates. Amend RSA 261 by inserting after section 97-f the following new subdivision:

Red Sox Number Plates

261:97-g Red Sox Number Plates.

I. The director is hereby authorized to issue special Red Sox number plates, in lieu of other number plates. The department shall design these special plates. Such plates shall be issued only upon application and upon payment of a $35 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required. Plates shall be renewed on an annual basis for $35 per set.

II. The director shall, after deducting any special costs to the department resulting from the special Red Sox number plates program, forward the additional fees paid under paragraph I to the Children’s Hospital at Dartmouth.

III. Red Sox number plates may be used on passenger motor vehicles and recreation vehicles.

2 Effective Date. This act shall take effect July 1, 2010.

HB 1546-FN-A - FISCAL NOTE

AN ACT establishing Red Sox number plates to benefit the Children’s Hospital at Dartmouth.

FISCAL IMPACT:

      The Department of Safety states this bill will have an indeterminable fiscal impact on state restricted revenue and increase state restricted expenditures in FY 2011 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

    The Department of Safety states this bill establishes Red Sox number plates to benefit the Children’s Hospital at Dartmouth. Although the Department cannot predict the actual number of persons who would purchase these plates, the Department assumes 10,000 sets of these plates will be manufactured and eventually issued. The cost to produce 10,000 sets of plates is $102,450; including $26,000 for new sheathing and setup costs ($2,000 per roll * 13 rolls), $24,100 for mailing plates (10,000 plates * $2.41 to mail a set of plates), $8,600 for additional aluminum required for production ($ 0.86 per set * 10,000 sets) and $43,750 for 250 hours of computer programming time at $175 per hour.

    The Department is not able to estimate the fiscal impact on state revenue. The Department assumes revenue may decrease if individuals give up other types of personalized plates, such as vanity plates, to purchase the Red Sox plates. The additional fee of $35, less any special costs to the Department, will be forwarded to the Children’s Hospital at Dartmouth. If 10,000 sets of plates are purchased and renewed each year this would result in $350,000 (10,000 sets of plates * $35) in FY 2011 and each year thereafter, with a portion of this amount going back to the Department to cover special costs.

    The Department states there is no fiscal impact on county and local revenue and expenditures.
