STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT relative to leave of absence for military training.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Military Leave; State Employees. Amend RSA 112:9 to read as follows:

112:9 State Employees. Any regular employee of the state of New Hampshire who is a member of any reserve component of the armed forces of the United States or of this state shall, upon request, be entitled to not more than [15] 30 days leave of absence with pay in any one training year for the purpose of engaging in military drill, training, or other temporary duty under military or naval authority. The provisions of this section shall not apply to any such employee who has been inducted or has enlisted in active service in the armed forces of the United States.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1567-FN - FISCAL NOTE

AN ACT relative to leave of absence for military training.

FISCAL IMPACT:

      The Department of Administrative Services states this bill will increase state expenditures by an indeterminable amount in FY 2010 and each year thereafter. There is no fiscal impact on county and local expenditures or state, county and local revenue.

METHODOLOGY:

    The Department of Administrative Services states this bill increases the days of leave of absences for military training from 15 to 30 days. The Department states military leave is tracked on a federal fiscal year and 117 state employees’ utilized military leave in federal fiscal year 2009. If these same state employees had used all of the additional 15 days during federal fiscal year 2009, the state would have had increased costs of approximately $449,719.
