STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Ten

AN ACT requiring the state to list and itemize all fees on vehicle registration forms.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Registration Certificate. Amend RSA 261:58, I to read as follows:

I. The department shall record, by photographic, electronic, or other suitable means, the vehicle described in the application, giving to said vehicle a distinguishing number or other mark to be known as the registration number for said vehicle, and shall thereupon issue to the applicant a certificate of registration. The certificate shall be in such form and contain such information as the director shall determine, provided that the amount of each fee and charge paid by the applicant shall be listed individually with a description of the fee or charge.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1591-FN - FISCAL NOTE

AN ACT requiring the state to list and itemize all fees on vehicle registration forms.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state highway expenditures by an indeterminable amount in FY 2010 and each fiscal year thereafter. There is no fiscal impact on county and local expenditures or state, county and local revenue.

METHODOLOGY:

    The Department of Safety states this bill requires the Division of Motor Vehicles to list and itemize all fees on vehicle registration forms. The Department states that the increase in state highway expenditures to achieve this is indeterminable, however, there are some costs that can be estimated. The estimated computer programming costs related to the form changes would be approximately $52,500 (300 hours @ $175 per hour). The Department further states that while the actual quantity of current forms what will need to be discarded is unknown, assuming a three month supply at the time of the change, the Department estimates the cost will be $7,600.

    The New Hampshire Municipal Association states there will be no fiscal impact on municipalities.
