HB 1598-FN - FISCAL NOTE

AN ACT relative to the use of Temporary Assistance to Needy Families (TANF) funds.

FISCAL IMPACT:

The Department of Health and Human Services states this bill would decrease state restricted expenditures, and increase state general fund expenditures by $10,700,207 in FY 2012 and each year thereafter. This bill would have no fiscal impact on state, county, and local revenue, or county and local expenditures.

METHODOLOGY:

This Department of Health and Human Services (DHHS) states this bill would provide that all federal Temporary Assistance to Needy Families (TANF) block grant funds shall be used solely to administer the New Hampshire TANF program. The Department assumes state general funds will be provided to support the services identified in the TANF spending plan that would not be funded with federal TANF funds, and that the TANF spending plan in FY 2012 and beyond would approximate the FY 2010-2011 TANF spending plan. As a result the Department states the following services would no longer be funded with federal TANF block grant funds, but rather with state general funds in FY 2012 and each year thereafter –

                      Annual

                      Expenditures

Division for Children, Youth and Families (DCYF) Social Services $6,500,000

    DCYF Provider Rates $1,161,117

Transfers to Social Services Block Grant $2,000,000

Division of Child Support Services District Office Staff $3,802

    DCYF Child Protection Staff $1,035,288

    Total $10,700,207
