HB 1663-FN - FISCAL NOTE

AN ACT relative to the exchange of inoperable E-Z pass transponders.

FISCAL IMPACT:

The Department of Transportation states this bill will increase state restricted expenditures by $1,480,066 in FY 2012, by $7,231,950 in FY 2013 and $1,680,720 in FY 2014. This bill will have no fiscal impact on state, county and local revenue or county and local expenditures.

METHODOLOGY:

The Department of Transportation states this bill requires the Department to adopt rules for the exchange of inoperable transponders at no cost to the consumer. The Department calculated the increase in state turnpike expenditures at $1,480,066 in FY 2012, by $7,231,950 in FY 2013 and $1,680,720 in FY 2014, based on a seven year life expectancy of transponders before they must be replaced due to inoperability. The Department assumed an implementation date of July 1, 2010, the wholesale cost of transponders at $20.95 for interior and $33.04 for exterior, in accordance with the 2009/2010 Mark IV transponder contract. The Department further assumed that the E-Z Pass customer service center will administer the exchange program at a fee of $7.25 per transponder; which would consist of $3.25 for notice to the account holder, mailing the new transponder, return postage for the old transponder, and packaging, and $4.00 for disposal of the old transponder.
