STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT relative to sales of artificial flowers and miniature flags.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Repeal. The subdivision heading preceding RSA 320:17 and RSA 320:17 through 320:19, relative to the sale of artificial flowers and miniature flags, are repealed.

2 Effective Date. This act shall take effect January 1, 2012.

HB 142-FN - FISCAL NOTE

AN ACT relative to sales of artificial flowers and miniature flags.

FISCAL IMPACT:

      The New Hampshire Municipal Association states this bill will increase local revenues and expenditures by an indeterminable amount in FY 2012 and each year thereafter. There will be no fiscal impact on state and county revenues or expenditures.

METHODOLOGY:

    This bill repeals the prohibition on the sale of artificial flowers and miniature flags by street vendors. The New Hampshire Municipal Association states to the extent that municipalities see an increase in the sales of miniature flags and artificial flowers, revenues from licensing fees may increase as well as a potential increase in municipal enforcement expenditures. The Association cannot provide an estimate of the amounts of either increase.

    The Judicial Branch, the Department of Justice, the Secretary of State, and the NH Association of Counties state this bill will have no fiscal impact on state or county revenues and expenditures.
