STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT relative to identification of certain publicly owned vehicles.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Publicly Owned Vehicles; Signage. Amend RSA 261:92 to read as follows:

261:92 Publicly Owned Vehicles; Nonprofit Corporations. The director shall have the authority to prescribe special rules relative to registration of vehicles owned and driven by the government of the United States, the state, or by any county, city, town, regional planning commission, school district, volunteer fire department, eligible nonprofit corporation operating transportation under contract with the department of transportation for the public or for elderly or disabled persons, or public or private educational institution used for the purpose of student driver training, and may issue permanent number plates for such vehicles. Said vehicles displaying said number plates shall be deemed to be properly registered under the provisions of this title and may be driven upon the ways of the state without further registration or subsequent number plates. Every state, county, or municipal vehicle registered under this section shall display on each side of the vehicle appropriate signage identifying the government entity to which the vehicle is assigned such that the name of the entity is legible at a minimum distance of 25 feet.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 226-FN-LOCAL - FISCAL NOTE

AN ACT relative to identification of certain publicly owned vehicles.

FISCAL IMPACT:

      The Department of Safety, the New Hampshire Association of Counties, and the New Hampshire Municipal Association state this bill may increase state and local expenditures by an indeterminable amount in FY 2012. There will be no fiscal impact on state, county, and local revenue or county expenditure

METHODOLOGY:

    The Department of Safety, the New Hampshire Association of Counties, and the New Hampshire Municipal Association state this bill requires every state, county, and municipal vehicle to display, on each side of the vehicle, signage meeting certain visibility requirements including identifying the government entity responsible for the vehicle. The Department of Safety states the majority of the vehicles under its purview would already comply with these requirements and the cost to ensure the remainder met the requirements would be less than $10,000. The Association of Counties and the Municipal Association could not estimate the number of county and municipal vehicles currently in compliance, however to the extent these vehicles do not already comply with these requirements county and local expenditures will increase due to the costs associated with bringing these vehicles into compliance.

    The Department of Administrative Services and the Department of Transportation state this bill should have no fiscal impact on the state, as most state vehicles are already in compliance with the bill’s requirements.
