STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT relative to cost recovery for emergency services.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subparagraph; Power to Make Bylaws; Purposes. Amend RSA 31:39, I by inserting after subparagraph (p) the following new subparagraph:

(q) The recovery of costs for emergency services from persons involved in an emergency.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 270 FISCAL NOTE

AN ACT relative to cost recovery for emergency services.

FISCAL IMPACT:

      The New Hampshire Municipal Association states this bill may increase local revenues by an indeterminable amount in FY 2011 and in each fiscal year thereafter. There will be no fiscal impact on state, county and local expenditures or state and county revenues.

METHODOLOGY:

    The New Hampshire Municipal Association states this bill authorizes a municipality to establish bylaws to recover costs associated with emergency services. The Association states as the term “emergency services” is undefined, the scope of recoverable costs is not known. The Association further states it does not possess the necessary data required to determine the potential increase in local revenues as a result of the passage of this bill.
