STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT establishing number plates for firefighters and emergency medical care providers.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Number Plates for Firefighters and Emergency Medical Care Providers. Amend RSA 261 by inserting after section 91-a the following new section:

261:91-b Number Plates for Firefighters and Emergency Medical Care Providers. The director shall design and issue special number plates to be affixed to the personal vehicles of certified firefighters and licensed emergency medical care providers. The plates shall include a rendering of the Maltese cross with a caduceus. The plates shall retain the “live free or die” logo. Such plates shall be issued only upon application and upon payment of a $60 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required. Plates shall be renewed on an annual basis for $60 per set. For each original and renewal fee collected under this section, the department shall forward $36 to the fire standards and training and emergency medical services fund established in RSA 21-P:12-d and shall forward the remainder, after any amount necessary to recover production and administrative costs associated with the plates, to the highway fund. Each application by a firefighter for issuance or renewal of number plates under this section shall include a letter from the applicant’s fire chief verifying his or her status as a certified firefighter. Each application by an emergency medical care provider for issuance or renewal of number plates under this section shall include verification that the applicant holds a valid National Registry of Emergency Medical Technicians license. No vehicle shall be granted access to an emergency scene solely because the vehicle bears number plates issued under this section.

2 Effective Date. This act shall take effect July 1, 2011.

HB 271-FN-A - FISCAL NOTE

AN ACT establishing number plates for firefighters and emergency medical care providers.

FISCAL IMPACT:

      The Department of Safety states this bill will increase state restricted revenues by $88,500 in FY 2012 and each year thereafter; increase state restricted expenditures by $112,655 in FY 2012 and $9,803 in FY 2013 and each year thereafter; and increase local revenues by $4,248 in FY 2013 and each year thereafter. There will be no fiscal impact on county and local expenditures or county revenues.

METHODOLOGY:

    This bill establishes number plates for firefighters and emergency medical care providers. The Department of Safety states there are approximately 1,400 certified firefighters and 4,500 licensed emergency medical care providers that would be eligible to purchase these plates. Although the Department is unable to accurately predict the number of persons who would actually purchase these plates, for purposes of estimating the fiscal impact of the proposed legislation, the Department estimates 25% of the eligible population, or 1,475 pairs of plates would be issued and that one plate type would cover both firefighters and licensed emergency medical care providers.

    The proposed legislation requires payment of $60 per pair of plates and an annual renewal fee of $60. For each fee collected, the Department shall forward $36 (60%) to the fire standards and training and emergency medical services fund with the remaining $24 (40%) being forwarded to the highway fund. This results in a total estimated increase of state restricted revenue of $88,500 in FY 2012 and each year thereafter, of which $53,100 would be allocated to the fire standards and training and emergency medical services fund and $35,400 would be allocated to the highway fund.

    The Department notes that, pursuant to RSA 235:23, 12% of the revenue described above would be allocated to local highway aid in the following fiscal year. Consequently, the Department estimates that the proposed legislation would increase local revenues by $4,248 in FY 2013 and each year thereafter.

    The Department states the costs associated with the initial production of the plates, which would be borne by the highway fund, and would be incurred in FY 2012 consists of:

                    612 hours of consultant work for programming changes $107,100

                    1 Roll of sheeting $ 2,000

                    1,475 pairs of plates mailed at $2.41 per pair $ 3,555

                    Total FY 2012 Expenditures $112,655

    In FY 2013 and each fiscal year thereafter, highway fund expenditures would increase by the costs of sheeting and mailing as well as the allocation of 12% of the highway fund revenue to localities as required by RSA 235:23. This results in an estimated increase in highway fund expenditures of $9,803 in FY 2013 and each fiscal year thereafter.

    The proposed legislation would have no fiscal impact on fire standards and training and emergency medical services fund expenditures.
