HB 516-FN-A - FISCAL NOTE

AN ACT establishing Red Sox number plates to benefit the Children’s Hospital at Dartmouth.

FISCAL IMPACT:

The Department of Safety states this bill will increase state restricted revenues and expenditures by $154,875 in FY 2012 and each year thereafter. There will be no fiscal impact on county and local revenues or expenditures.

METHODOLOGY:

This bill establishes Red Sox number plates to benefit the Children’s Hospital at Dartmouth. The proposed legislation states such plates shall be issued for a $35 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fee required. Of the $35 fee, the Department of Safety shall retain an amount sufficient to recover production and administrative costs with the remainder being paid to the Children’s Hospital at Dartmouth.

The Department of Safety estimates it may issue approximately 4,425 pairs of plates in FY 2012 and each year thereafter. Given the selling price of $35 per pair dictated by the proposed legislation, this would increase state restricted revenue to the state plate fund by $154,875 in FY 2012 and each year thereafter. Conversely, state restricted expenditures would increase by the amounts associated with the necessary programming changes, materials, and mailing costs of the plates. State restricted expenditures would also be increased by the difference between the aforementioned costs and the estimated revenues representing the amount designated by the bill to be paid to the Children’s Hospital at Dartmouth. The Department estimates state restricted revenues and expenditures to increase as follows:
