STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT repealing the moratorium on school building aid projects.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Repeal. 2010, 246:1 and 246:2, relative to the moratorium on school building aid projects, are repealed.

2 Effective Date. This act shall take effect upon its passage.

HB 60-FN-LOCAL - FISCAL NOTE

AN ACT repealing the moratorium on school building aid projects.

FISCAL IMPACT:

    The Department of Education states this bill will increase state expenditures and local revenue by an indeterminable amount in FY 2013 and each year thereafter. This bill will have no fiscal impact on county and local expenditures, or state and county revenue.

METHODOLOGY:

    The Department of Education states it is unable to determine how many school districts will propose school building projects or which projects will be approved by voters. The Department estimates this bill could increase state expenditures by $1,125,000 in FY 2013, which represents the annual payment on $50 million in new school building projects funded with 20 year bonds at the 45% state reimbursement rate.

    The bill will have a corresponding impact on local revenue for those municipalities receiving school building aid.
