STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT establishing a commission to study the creation of a health care pool for police, fire, teachers, state, university, and municipal employees.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Chapter; Commission to Study the Creation of a Health Care Pool for Police, Fire, Teachers, State, University, and Municipal Employees. Amend RSA by inserting after chapter 420-M the following new chapter:

CHAPTER 420-N

COMMISSION TO STUDY THE CREATION OF A HEALTH CARE POOL FOR POLICE,

FIRE, TEACHERS, STATE, UNIVERSITY, AND MUNICIPAL EMPLOYEES

420-N:1 Commission Established. There is established a commission to study the creation of a health care pool for police, fire, teachers, state, university, and municipal employees.

420-N:2 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Two members of the house of representatives, one of whom shall be from the house committee with jurisdiction over commerce issues, appointed by the speaker of the house of representatives.

(b) Two members of the senate, appointed by the president of the senate.

(c) The commissioner of the department of education, or designee.

(d) The commissioner of the labor department, or designee.

(e) The commissioner of the department of health and human services, or designee.

(f) The commissioner of the department of administrative services, or designee.

(g) A representative of the New Hampshire Medical Society, appointed by the society.

(h) A representative of state employees, appointed by the governor.

(i) A representative of the New Hampshire Municipal Association, appointed by the association.

(j) A representative of the New Hampshire Hospital Association, appointed by the association.

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

420-N:3 Duties.

I. The commission shall study the creation of a health care pool for police, fire, teachers, state, university, and municipal employees. Specifically, the committee’s study shall include, but not be limited to:

(a) A method to provide direct health care benefits to be administered by the state of New Hampshire.

(b) A method for setting premiums for services.

(c) A method for setting compensation for services.

(d) The availability of federal grants for such purposes.

II. The commission may solicit information from any source the commission deems relevant to its study.

420-N:4 Chairperson; Quorum. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 45 days of the effective date of this section. Five members of the commission shall constitute a quorum.

420-N:5 Report. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2011.

2 Repeal. RSA 420-N, relative to the commission to study the creation of a health care pool for police, fire, teachers, state, university, and municipal employees, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect November 1, 2011.

II. The remainder of this act shall take effect upon its passage.
