AN ACT requiring state agencies, boards, and commissions to submit a report to the senate and house finance committees concerning the need for fee increases or new fees.

ANALYSIS

This bill requires state agencies, boards, and commissions that seek to increase the amount of a fee or the establishment of a new fee, where such fees are required to produce estimated revenues equal to 125 percent of direct operating expenses, to submit a report to the senate and house finance committees outlining the specific need for the new or increased fee.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT requiring state agencies, boards, and commissions to submit a report to the senate and house finance committees concerning the need for fee increases or new fees.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Budget; Department; Fee Increases; Report. Amend RSA 9 by inserting after section 9-c the following new section:

9:9-d Fee Increases; Report Required. Any department as described in RSA 9:1 that, pursuant to statutory authority, seeks to increase the amount of a fee or the establishment of a new fee, where such fees are required to produce estimated revenues equal to 125 percent of direct operating expenses, shall be required to submit a report to the chairpersons of the senate and house finance committees outlining the specific need for the new or increased fee.

2 Effective Date. This act shall take effect 60 days after its passage.
