AN ACT establishing a commission to identify strategies needed for delivering a 21st century education.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Eleven

AN ACT establishing a commission to identify strategies needed for delivering a 21st century education.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; 21st Century Education Commission. Amend RSA 189 by inserting after section 64 the following new subdivision:

21st Century Education Commission

189:65 Commission Established. There is hereby established the 21st century education commission to identify strategies needed for delivering a 21st century education. The general court finds that by the year 2015, compensation for highly qualified educators should be based on the ability to assist students in attaining mastery of required course competencies, and that this commission would be helpful in identifying the means to achieve this goal.

189:66 Membership and Compensation.

I. The members of the commission shall be as follows:

(a) Two members of the senate, appointed by the president of the senate.

(b) Four members of the house of representatives, appointed by the speaker of the house of representatives.

(c) The commissioner of the department of education, or designee.

(d) The chairman of the New Hampshire state board of education, or designee.

(e) One teacher who is a member of the National Education Association-New Hampshire, appointed by the executive director of the association.

(f) One member from the American Federation of Teachers-New Hampshire, appointed by such organization.

(g) Two New Hampshire school district superintendents, appointed by the president of the New Hampshire School Administrators Association.

(h) One member from the New Hampshire School Boards Association, appointed by the president of the association.

(i) One member from the New Hampshire Association of Special Education Administrators, appointed by the president of the association.

(j) One member from the Parent Information Center, appointed by the executive director of the center.

(k) One member from the community college system of New Hampshire, appointed by the chancellor of the community college system of New Hampshire.

(l) One member from the New Hampshire Retirement System, appointed by the executive director of the New Hampshire Retirement System.

(m) One member from the New Hampshire Association of School Business Officials, appointed by the executive director of the association.

(n) Two members from the Business and Industry Association, appointed by the president of the association.

(o) Two members from the New Hampshire Association of Chamber of Commerce Executives, appointed by the president of the association.

(p) One member from the Council for Teacher Education, appointed by the chairman of the council.

(q) The chancellor of the university system of New Hampshire, or designee.

(r) One member from the Southeastern Regional Education Service Center, appointed by the executive director of the center.

(s) One member from North Country Education Services, appointed by that organization.

(t) One member who shall be a New Hampshire school district attorney, appointed by the governor.

(u) Five members of the public, who shall be appointed by the members of the executive council with each member of the executive council receiving one appointment.

(v) Two members who have received the New Hampshire Teacher of the Year award, appointed by the commissioner of the department of education.

(w) One member who is an elementary school principal, appointed by the New Hampshire Association of School Principals.

(x) One member who is a high school principal, appointed by the New Hampshire Association of School Principals

II. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

189:67 Duties. The commission shall:

I. Create a report defining a 21st century education system which is based on all students attaining mastery of required course competencies in all learning environments.

II. Identify strategies to assist cities and towns to provide appropriate compensation necessary for implementing and delivering a 21st century system of learning based on demonstrated effectiveness in achieving the overall goals of the school district and assisting students to attain mastery of required course competencies.

III. Identify multiple models of financing for a 21st century education system.

IV. Identify the roles educators will play in a 21st century education system.

189:68 Chairperson; Quorum. The members of the commission shall elect a chairperson and a vice-chairperson from among the members at the first meeting. The first meeting of the commission shall be called by the first-named senate member. The first meeting of the commission shall be held within 15 days of the effective date of this section. Nineteen members of the commission shall constitute a quorum. Meetings of the commission shall be noticed in the house of representatives and senate calendars.

189:69 Report. The commission shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, the state library, and the commissioner of the department of education on or before December 30, 2011.

2 Repeal. RSA 189:65 through RSA 189:69, relative to the 21st century education commission, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect December 30, 2012.

II. The remainder of this act shall take effect upon its passage.
