STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twelve

AN ACT relative to the fee for retail dealer’s licenses for lobster and crab.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Retail Dealer’s License; Lobster and Crab; Fees Removed. RSA 211:39, II - IV are repealed and reenacted to read as follows:

II. The executive director shall not charge a fee for issuing a retail dealer’s license under this section.

2 Effective Date. This act shall take effect July 1, 2012.

1245-FN - FISCAL NOTE

AN ACT relative to the fee for retail dealer’s licenses for lobster and crab.

FISCAL IMPACT:

      The Fish and Game Department states this bill will reduce fish and game fund revenue by an indeterminable amount in FY 2012, and by $14,700 in FY 2013 and each year thereafter. There will be no fiscal impact on county or local revenue and expenditures.

METHODOLOGY:

    The Fish and Game Department states this bill removes the fee collected for issuing retail dealer’s licenses for lobster and crab. The Department states there are two types of license fees which are removed in this bill: residents for $25 annually, and non-residents for $50 annually.

    The Department also states these licenses are issued on a calendar year basis and most licenses are purchased in the beginning of the calendar year. However, the bill has an effective date of July 1, 2012, and the Department states those who can postpone obtaining the license in calendar year 2012 will do so until July 1, which will lead to an indeterminable decrease in revenue in FY 2012. The Department also states, beginning in FY 2013, all annual revenue from these licenses will cease, which will lead to a decrease in fish and game fund revenue of $14,700 each year (202 residents x $25) + (193 non-residents x $50).
