STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twelve

AN ACT establishing a task force to study and recommend options to provide hospitals with the capacity to fund uncompensated care over time.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Chapter; Task Force on Uncompensated Care. Amend RSA by inserting after chapter 151-G the following new chapter:

CHAPTER 151-H

TASK FORCE ON UNCOMPENSATED CARE

151-H:1 Task Force Established: Membership; Compensation.

I. There is hereby established a task force to study and recommend options to provide hospitals with the capacity to fund uncompensated care over time. The members of the task force shall be as follows:

(a) Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

(c) The commissioner of the department of health and human services, or designee.

(d) A representative of the New Hampshire Hospital Association, appointed by the association.

(e) A representative of the New Hampshire Medical Society, appointed by the society.

(f) A public member familiar with grant funding, appointed by the governor.

II. Legislative members of the task force shall receive mileage at the legislative rate when attending to the duties of the task force.

151-H:2 Duties. The task force shall study and recommend options to provide hospitals with the capacity to fund uncompensated care over time.

151-H:3 Chairperson; Quorum. The members of the task force shall elect a chairperson from among the members. The first meeting of the task force shall be called by the first-named house member. The first meeting of the task force shall be held within 45 days of the effective date of this section. Four members of the task force shall constitute a quorum.

151-H:4 Report. The task force shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2012.

2 Repeal. RSA 151-H, relative to a task force on uncompensated care, is repealed.

3 Effective Date.

I. Section 2 of this act shall take effect November 1, 2012.

II. The remainder of this act shall take effect upon its passage.
