STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twelve

AN ACT relative to transfers of appropriations in Carroll county.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; County Conventions; Carroll County Transfers. Amend RSA 24 by inserting after section 13-c the following new section:

24:13-d Carroll County; Transfers of Appropriations. Notwithstanding any other law to the contrary, the following procedure shall apply in Carroll county:

I. Prior to the transfer of an appropriation, in whole or in part, from one line item to another or from one department to another, a request to transfer an appropriation, in whole or in part, shall be made in writing, by the department head, whether elected or appointed, to the county commissioners, who, if they approve the same, shall report their recommendation to the executive committee in writing.

II. The commissioners shall request, in writing, the approval by the executive committee of all interdepartmental transfers of appropriations.

III. The county executive committee by majority vote may approve such transfer of funds in whole or in part. The commissioners shall transfer such appropriations pursuant to such approval.

2 Effective Date. This act shall take effect 60 days after its passage.
