This bill repeals the requirements of high school education and hours of training or apprenticeship required for obtaining a barber license, leaving as requirements only good professional character, passage of an examination, and paying the license fee.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twelve
AN ACT relative to requirements to obtain a barber license.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Findings. The general court finds that the requirement for 800 hours of instruction or 1,600 hours of apprenticeship to take the barbering examination in order to become a licensed barber is arbitrary, unnecessary, and burdensome. The general court intends that qualifications for licensure as a barber should be measured by the person’s ability to properly perform a task, not by an attendance record.
2 Repeals. The following are repealed:
I. RSA 313-A:10, I(b), relative to requirement for high school education or equivalent.
II. RSA 313-A:10, I(c), relative to requirement for hours of training.
III. RSA 313-A:10, II, relative to granting of exemptions from education and training requirements.
3 Rulemaking; Reference to Exemption. Amend RSA 313-A:8, XVI to read as follows:
XVI. The process of requesting and granting exemptions under RSA [313-A:10, II;] 313-A:11, II[;] and 313-A:12, II; and
4 Effective Date. This act shall take effect 60 days after its passage.
