STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twelve

A RESOLUTION urging relief from the current level of federal nursing home regulation.

Whereas, over the past decade the paperwork involved in the federal regulation of nursing homes has increased many times; and

Whereas, despite expensive computerization of documentation, registered nurses in county nursing homes are now spending 75 to 90 percent of their time completing federal forms rather than providing the care for which they were hired and trained, up from 33 percent a decade ago; and

Whereas, county nursing homes are the last home and solace of hard-working people who have reached a point where they cannot survive, or die in peace, outside of them; and

Whereas, the county nursing homes are struggling to find and pay for enough nurses to provide adequate care to their residents, and cannot afford to continue to waste the time of skilled nurses on non-productive tasks; now, therefore, be it

Resolved by the House of Representatives:

That the New Hampshire house of representatives on behalf of the county delegations of New Hampshire finds the current level of nursing home regulation by the federal Centers for Medicare and Medicaid Services is counterproductive to good nursing care for our elderly, destructive to county budgets, and harmful to the continued existence of sufficient Medicaid-funded nursing home beds for those who must have them; and

That the New Hampshire house of representatives on behalf of the county delegations of New Hampshire seeks immediate relief; and

That copies of this resolution be transmitted by the house clerk to the Director of the Centers for Medicare and Medicaid Services, the members of the New Hampshire congressional delegation, the Secretary of the Department of Health and Human Services, and the Majority and Minority leaders of the United States House of Representatives and the United States Senate.
