STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Twelve

AN ACT making an appropriation to the department of health and human services for child care services.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 TANF Child Care Services; Supplemental Appropriation to Department of Health and Human Services. The sum of $5,117,000 for the fiscal year ending June 30, 2013 is hereby appropriated to the department of health and human services for the purpose of funding child care services under the Temporary Assistance to Needy Families (TANF) program. Funds appropriated pursuant to this section shall be in addition to any other funds appropriated to the department of health and human services for this or any other purpose. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

2 Effective Date. This act shall take effect upon its passage.

SB 327-FN-A - FISCAL NOTE

AN ACT making an appropriation to the department of health and human services for child care services.

FISCAL IMPACT:

    The Department of Health and Human Services and New Hampshire Municipal Association state this bill will increase state expenditures by $5,117,000 in FY 2013. There may be an indeterminable decrease in local expenditures. There will be no fiscal impact on state, county or local revenues, or on county expenditures.

    This bill appropriates $5,117,000 in FY 2013 from the state general fund.

METHODOLOGY:

    The Department states this bill appropriates general funds in the amount of $5,117,000 in FY 2013 to fund child care services in the Temporary Assistance for Needy Families program (TANF). The Department assumes state TANF expenditures will increase as a result.

    The New Hampshire Municipal Association indicates if the bill relieves municipalities from providing a portion of the assistance provided to families, there would be a decrease in local expenditures. The Association is not able to estimate the fiscal impact.
