STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT establishing a pilot program for New Hampshire citizen emergency response teams.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Chapter; Citizen Emergency Response Teams. Amend RSA by inserting after chapter 107-D the following new chapter:

CHAPTER 107-E

CITIZEN EMERGENCY RESPONSE TEAMS

107-E:1 New Hampshire Citizen Emergency Response Teams; Rockingham County Pilot Program Established.

I. The governor shall develop a pilot program for the citizens of the state of New Hampshire, Rockingham county to come to the aide of their neighbors and communities in times of distress and emergency for the purpose of creating a statewide system in each county.

II. The Rockingham county citizen emergency response team shall supplement local and county law enforcement, and fire and emergency personnel during times of natural disaster, emergency, or crisis. Specific tasks may include field first aid, assistance in quarantines, health and wellness checks of shut-ins, search and rescue, clearing of debris, and construction of barricades and levies.

107-E:2 Emergency Response Team Supervisor; Duties and Responsibilities. The governor, with the consent of the council, shall commission a Rockingham county citizen emergency response team supervisor.

I. It shall be the responsibility of the Rockingham county citizen emergency response team supervisor to nominate a deputy supervisor, medial task deputy supervisor, search and rescue task deputy supervisor, and engineering task deputy supervisor to be confirmed by the governor and to appoint an assistant supervisor. The Rockingham county citizen emergency response team supervisor shall manage and coordinate the activities of the Rockingham county citizen emergency response team and shall maintain all records. The Rockingham county citizen emergency response team supervisor may recommend additional task teams based on regional or management needs to be approved by the legislature or the joint fiscal committee if the legislature is not in session.

II. It shall be the responsibility of the Rockingham county citizen emergency response team deputy supervisor to assume all the responsibilities of the Rockingham county citizen emergency response team supervisor should the supervisor be unable to complete those responsibilities.

III. It shall be the responsibility of each task deputy supervisor to manage and coordinate the volunteers to their respective task teams and to assign a task assistant supervisor.

IV. It shall be the responsibility of the Rockingham county citizen emergency response team assistant supervisor to train and coordinate the task assistant supervisors and, with the assistance of the task assistant supervisors, to develop training manuals for the task teams.

V. It shall be the responsibility of the task assistant supervisors to train the volunteers in each of the task teams.

107-E:3 Pay and Allowances. Members of the Rockingham county citizen emergency response team shall receive no pay or other form of compensation from the state.

107-E:4 Equipment; Acceptance of Surplus Equipment Permitted. The state shall not be required to supply equipment or uniforms to the Rockingham county citizen emergency response team. The state may supply equipment or clothing to the Rockingham county citizen emergency response team which is considered surplus or obsolete by the national guard or which is donated by a service organization. The Rockingham county citizen emergency response team may apply for grants and donations to pay for equipment and supplies. The Rockingham county citizen emergency response team may also apply to the armed forces of the United States of America and other departments of the state of New Hampshire for surplus equipment.

107-E:5 Acceptance of Gifts Prohibited. The acceptance of gifts, donations, gratuities, or anything of value by any individual member of the emergency response team from any individual, firm, association, or corporation, by reason of such membership is prohibited. Violation of this section may be cause for dishonorable discharge from further service as a member of the emergency response team.

107-E:6 Administration. The Rockingham county citizen emergency response team shall have sole authority and responsibility to administer, prepare, and otherwise maintain all records of personnel and materiel through volunteer administrative staff.

2 Effective Date. This act shall take effect 60 days after its passage.
