STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

AN ACT relative to school building aid grant eligibility for the White Mountain Regional school district.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 School Building Aid Grant Eligibility; White Mountain Regional School District. The provisions of 2011, 224:4, shall not apply to the White Mountain Regional school district for any project approved at the 2013 White Mountain Regional school district meeting. A school building project approved at the 2013 White Mountain regional school district meeting shall be eligible for school building aid grants in accordance with the version of RSA 198 in effect on June 30, 2009.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 570 FISCAL NOTE

AN ACT relative to school building aid grant eligibility for the White Mountain Regional school district.

FISCAL IMPACT:

      The Department of Education states this bill, as introduced, will increase state general fund expenditures and local revenue by $264,067 in FY 2014 and each year thereafter. There is no fiscal impact on state and county revenue, or county and local expenditures.

METHODOLOGY:

    The Department of Education states this bill exempts the White Mountain Regional School District (WMRSD) from the moratorium, currently in place through June 30, 2013, on new projects eligible for school building aid funding from the state and makes the WMRSD project eligible for school building aid under the version of RSA 198 in effect on June 30, 2009. The Department states under RSA 198:15-v, the WMRSD is eligible for 56% aid on eligible costs to renovate the high school and career technical education (CTE) center as follows:

    The Department states the local bond note would be level debt for 20 years: $5,281,339 ? 20 years = $264,067 per year.
