STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Thirteen
AN ACT establishing a committee to study police special details.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Committee Established; Police Special Details.
I. There is established a committee to study the use and efficacy of police special details.
II. The members of the committee shall be as follows:
(a) One member of the senate, appointed by the president of the senate.
(b) Three members of the house of representatives, appointed by the speaker of the house of representatives.
III. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
IV. The committee shall study the use and efficacy of police special details, and alternatives which may be available to towns, cities, and the state.
V. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the senate member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.
VI. The committee shall report its findings and any recommendations for proposed legislation to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2013.
2 Effective Date. This act shall take effect upon its passage.

SB 132-FN - FISCAL NOTE
AN ACT relative to part-time employment in the retirement system and establishing a committee to study police special details.
FISCAL IMPACT:
The New Hampshire Retirement System states this bill, as introduced, will have an indeterminable impact on state, county, and local expenditures in FY 2014 and each year thereafter. There will be no fiscal impact on state, county, or local revenues.
METHODOLOGY:
The New Hampshire Retirement System (NHRS) states this bill will place a calendar limit of 1,600 hours that an NHRS retiree may work part-time for “one or more” NHRS employers. The bill also creates a study committee to study the use and efficacy of police special details. The NHRS states the fiscal impact of this bill is indeterminable because NHRS does not maintain data on retired members who have been rehired as part-time employees by NHRS participating employers nor does it maintain data on how many such rehired employees would exceed the hour limit threshold stated in the bill. NHRS’ actuary states it is reasonable to expect there would be minimal impact on employer contribution rates due to these proposed changes.
