This concurrent resolution declares that the USDA Forest Service shall consider certain unique characteristics of the White Mountain National Forest when reviewing and deliberating on any special use permit for property located in the White Mountain National Forest.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Thirteen

A RESOLUTION relative to special use permits in the White Mountain National Forest.

Whereas, the New Hampshire general court has adopted numerous resolutions relative to the White Mountain National Forest over the last two decades, including HR 25 in the 1993 session, HJR 7 in the 1999 session, HR 9 in the 1999 session, HCR 25 in the 2000 session, SJR 1 in the 2000 session, and SCR 2 in 2012; and

Whereas, each of these resolutions has affirmed and communicated the strong support of the people of New Hampshire, through their elected representatives, for multiple use management in the White Mountain National Forest, including sustainable forest and wildlife habitat management, and traditional recreational uses such as hiking, fishing, hunting, downhill and cross-country skiing, and snowmobiling; and

Whereas, the White Mountain National Forest, established by the Weeks Act almost a century ago, through the efforts of New Hampshire citizens, represents the successful application of the principles of natural resource protection combined with multiple use; and

Whereas, conservation and preservation of the 800,000-acre Forest’s lands, watersheds, wildlife habitats, natural scenic beauty, and resource use and recreation was the intent of the 1911 Weeks Act; and

Whereas, this approach has become a tradition and the ethic for the forest throughout its 100 plus years of successful service to the citizens of the north country, the state, and the country; and

Whereas, any diversion from this tradition and ethic will have an adverse effect on the forest’s ability to continue to meet the needs of the communities of the north country and its 5,000,000 users per year, the American public; now, therefore, be it

Resolved by the Senate, the House of Representatives concurring:

That the legislature reaffirms its commitment to the principles underlying the Weeks Act, and supports continued management of the White Mountain National Forest for multiple uses as a part of the National Forest System; and

That consideration by the USDA Forest Service of any special use permit in the White Mountain National Forest should recognize the Forest’s economic and social importance, its character and presence within the New England region, and its unique environmental and natural characteristics; and

That copies of this resolution be forwarded by the house clerk to the President of the United?States, the Speaker of the United States House of Representatives, the majority and minority leadership of the Senate, to each member of the New?Hampshire Congressional delegation, and to Thomas Tidwell, the chief of the USDA Forest Service.
