AN ACT allowing nonresident full-time students to purchase licenses for hunting and fishing.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT allowing nonresident full-time students to purchase licenses for hunting and fishing.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Fish and Game Licenses; Residency; Nonresident Full-Time Students. Amend RSA 214 by inserting after section 5-a the following new section:

214:5-b Nonresident Full-Time Students. A nonresident full-time student in a public or private high school, postgraduate program, or postsecondary educational institution in this state, may purchase a nonresident student license for hunting or fishing issued under the provisions of title XVIII, if qualified for such license, at the fee charged to a resident for the respective license. For purposes of this paragraph, a full-time student in a postsecondary educational institution means a student who is registered for at least 12 credit hours per semester. A nonresident full-time student shall, when requested, show proof of his or her status by furnishing a valid student identification card.

2 Effective Date. This act shall take effect 60 days after its passage.

HB 1290-FN - FISCAL NOTE

AN ACT allowing nonresident full-time students to purchase licenses for hunting and fishing.

FISCAL IMPACT:

    The Fish and Game Department states this bill, as introduced, will have an indeterminable impact on state restricted revenues and expenditures in FY 2014 and each year thereafter. There will be no impact on county and local revenues or expenditures.

METHODOLOGY:

    The Fish and Game Department states this bill would allow a nonresident full-time student to purchase a resident license for hunting or fishing. The Department states it cannot estimate this bill’s potential impact on fish and game fund revenues or expenditures as it cannot predict how many nonresident licensees would purchase a license at the resident rate or how many individuals may purchase a license for the first time.
