AN ACT relative to the membership and reporting date of the interbranch criminal and juvenile justice council.

ANALYSIS

This bill adds members to and changes the reporting date of the interbranch criminal and juvenile justice council. The bill also requires the council to review and report on the effectiveness of changes made to probation and parole procedures and to the sentencing of offenders implemented by 2010, 247.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT relative to the membership and reporting date of the interbranch criminal and juvenile justice council.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subparagraphs; Interbranch Criminal and Juvenile Justice Council; Membership. Amend RSA 651-E:2, I by inserting after subparagraph (w) the following new subparagraphs:

(x) The chairman of the adult parole board, or designee.

(y) The executive director of the New Hampshire Coalition Against Domestic and Sexual Violence, or designee.

2 Interbranch Criminal and Juvenile Justice Council; Report. Amend RSA 651-E:5 to read as follows:

651-E:5 Report. The council shall submit [an annual] a biennial report beginning on [November 1, 2008] December 1, 2014, together with its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, the governor, and the state library.

3 Interbranch Criminal and Juvenile Justice Council; Review of Changes to Probation and Parole Procedures and Sentencing of Offenders. The interbranch criminal and juvenile justice council, established in RSA 651-E, shall review the effectiveness of the changes made to probation and parole procedures and the sentencing of offenders implemented in 2010, 247 (SB 500-FN) and shall submit a report containing its recommendations to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, and the governor no later than December 1, 2014.

4 Effective Date. This act shall take effect 60 days after its passage.
