AN ACT establishing a committee to study the university system of New Hampshire’s purchasing process and practices and their effect on the New Hampshire economy.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT establishing a committee to study the university system of New Hampshire’s purchasing process and practices and their effect on the New Hampshire economy.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Statement of Purpose. The general court finds that it is in the interest of the state of New Hampshire to ensure that the purchasing process and practices used by the university system of New Hampshire maximize its contribution to the economic vitality of New Hampshire.

2 Committee Established. There is established a committee to study the purchasing process and practices used by the university system of New Hampshire.

3 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b) Two members of the senate, appointed by the president of the senate.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

4 Duties. The committee shall:

I. Analyze the purchasing process and practices used by the university system of New Hampshire.

II. Research alternate purchasing processes and practices being used in the public and private sector.

III. Determine if the current purchasing process and practices used by the university system of New Hampshire have a positive or negative effect on the New Hampshire economy.

IV. Make any recommendations relative to enhancing the purchasing process and practices used by the university system of New Hampshire that would contribute positively, or enhance its contribution, to the economic vitality of New Hampshire.

V. Solicit input from, and participation of, the following groups, and may solicit input from, and participation of, any other group that the study committee deems beneficial to its research:

(a) Associated General Contractors of New Hampshire.

(b) New Hampshire chapter of the American Institute of Architects.

(c) New Hampshire Society of Professional Engineers.

(d) A New Hampshire economic public policy think tank.

(e) Labor interests.

(f) University system of New Hampshire board of trustees.

5 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.

6 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2014.

7 Effective Date. This act shall take effect upon its passage.
