STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT establishing a committee to study the feasibility of placing medal decals on special number plates for veterans.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Committee Established. There is established a committee to study the feasibility of placing medal decals on special number plates for veterans.

2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Four members of the house of representatives, appointed by the speaker of the house of representatives.

(b) One member of the senate, appointed by the president of the senate.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3 Duties. The committee shall study the feasibility of placing medal decals on special number plates for veterans.

4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.

5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2014.

6 Effective Date. This act shall take effect upon its passage.

HB 1359-FN - FISCAL NOTE

AN ACT establishing Bronze Star and Silver Star number plates.

FISCAL IMPACT:

    The Department of Safety states this bill, as introduced, will increase state highway fund expenditures by $282,100 in FY 2015 and by an indeterminable amount in FY 2016 and each year thereafter, decrease state highway fund revenue by $4,000 in FY 2015 and by an indeterminable amount in FY 2016 and each year thereafter, and increase local expenditures by $480 in FY 2016 and by an indeterminable amount in FY 2017 and each year thereafter. There will be no impact on county revenues, or county and local expenditures.

METHODOLOGY:

    The Department of Safety states this bill would establish Bronze Star and Silver Star number license plates at no cost to qualified individuals. The Department estimates there may be 500 sets of plates issued in FY 2015, with the same number renewed each year, however they are unable to estimate how many newly issued plates there may be annually. This would result in a decrease in highway fund revenue of $4,000 (500 individuals x $8/set of plates) in FY 2015 and an indeterminable amount in each year thereafter. Pursuant to RSA 235:23, I, 12% of prior year total road toll and motor vehicle fees is distributed in local highway aid. This would result in a decrease of local highway aid distribution of $480 ($4,000 x 12%) in FY 2016 and an interminable amount in each year thereafter. The Department estimates there would be $282,100 in costs associated with system program changes and testing in FY 2015. The Department also states there may be an indeterminable increase in expenditures as it would need to order additional license plate inventory as current supplies diminish. The Department estimates the following impact on state revenue and expenditures:
