STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT authorizing one-day permits for transportation of trailers for disposal or destruction.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Section; Permits for Transportation of Trailers for Disposal or Destruction. Amend RSA?261 by inserting after section 57-b the following new section:

261:57-c Permits for Transportation of Trailers for Disposal or Destruction. The owner of a trailer intended to be transported upon the ways of this state only for the purpose of delivering the trailer to a salvage facility where it is to be destroyed or otherwise disposed of may apply to the division for issuance of a one-day permit for such trailer. Application shall be made on a form furnished by the division for such purposes and shall contain such information as the director may require. If satisfied that the trailer is to be transported as provided in this section, the division, upon payment of a fee determined by the director to cover the division’s costs, shall assign to such trailer a distinctive number and deliver to the applicant, or the carrier identified by the applicant, a permit valid for the date specified, in such form as the director shall prescribe. The permit shall specify the terms and conditions under which the trailer may be transported upon the ways of this state, and no such trailer shall be transported in violation of such terms and conditions.

2 Effective Date. This act shall take effect January 1, 2015.

HB 1465-FN - FISCAL NOTE

AN ACT authorizing one-day permits for transportation of trailers for disposal or destruction.

FISCAL IMPACT:

    The Department of Safety states this bill, as introduced, will increase state restricted revenues and expenditures by an indeterminable amount in FY 2015 and each year thereafter. There will be no impact on county and local revenues or expenditures.

METHODOLOGY:

    The Department of Safety states this bill authorizes one-day permits for transportation of trailers for disposal or destruction issued upon the payment of a fee set by the Director of the Division of Motor Vehicles. Currently the state does not charge for a permit to operate an uninspected motor vehicle for 48 hours. The bill states the fee for the permit shall be set at an amount to cover the Division’s costs. The Department states restricted revenues and expenditures will both increase at the same rate, however cannot estimate the magnitude at this time as it cannot predict how many permits may be requested. The Department can estimate initial start-up costs for the permit, including system programming changes, to be $69,275 in FY 2015.
