HOUSE BILL 1505-FN
AN ACT requiring college identification cards to indicate whether the student is an in-state or out-of-state student.
This bill requires the university and community college systems of New Hampshire to indicate, on all identification cards issued, whether the student is an in-state or out-of-state student.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fourteen
AN ACT requiring college identification cards to indicate whether the student is an in-state or out-of-state student.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 University System of New Hampshire; Identification Cards. Amend RSA 187-A:2-c to read as follows:
187-A:2-c Identification Cards. If a college or university of the university system issues identification cards to students, all cards issued after January 1, 2014 shall bear a date of issuance and shall indicate whether the student is considered by the university system to be an in-state or out-of-state student.
2 Community College System of New Hampshire; Identification Cards. Amend RSA 188-F:3-b to read as follows:
188-F:3-b Identification Cards. If a college of the community college system issues identification cards to students, all cards issued after January 1, 2014 shall bear a date of issuance and shall indicate whether the student is considered by the community college system to be an in-state or out-of-state student.
3 Effective Date. This act shall take effect 60 days after its passage.

HB 1505-FN - FISCAL NOTE
AN ACT requiring college identification cards to indicate whether the student is an in-state or out-of-state student.
FISCAL IMPACT:
The University System of New Hampshire states this bill, as introduced, will increase state expenditures by $12,000 in FY 2014. There will be no impact on state revenue, or county and local revenues or expenditures.
METHODOLOGY:
The University System of New Hampshire states this bill would require all student identification cards to indicate whether the student is an “in-state” or “out-of-state” student. The System states it would be required to modify its identification card software and estimates this could cost approximately $3,000 for each of its four institutions for a total cost of $12,000.
The Community College System of New Hampshire states this bill will have no impact on its revenues or expenditures.
