In the Year of Our Lord Two Thousand Thirteen
AN ACT eliminating certain ramp tolls on the Everett turnpike in the town of Merrimack.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Transportation; Everett Tolls Eliminated. Notwithstanding any law to the contrary, the commissioner of the department of transportation shall eliminate the northbound and southbound ramp tolls for exit 12 on the Everett turnpike in the town of Merrimack.
2 Effective Date. This act shall take effect 60 days after its passage.

SB 3 FISCAL NOTE
AN ACT eliminating certain ramp tolls on the Everett turnpike in the town of Merrimack.
FISCAL IMPACT:
The Department of Transportation states this bill, as amended by the Senate (Amendment #2013-0766s), will reduce state restricted revenues by $893,767 in FY 2014, $905,297 in FY 2015, $917,790 in FY 2016, and by $931,281 in FY 2017 and reduce state restricted expenditures by an indeterminable amount in FY 2014 and each fiscal year thereafter. There will be no fiscal impact on county and local revenues or expenditures.
METHODOLOGY:
The Department of Transportation states this bill eliminates the ramp tolls at exit 12 on the Everett turnpike in the town of Merrimack. Based on the “Traffic and Revenue Study” completed by Jacobs Engineering dated August 14, 2012, the Department estimates the closing of the exit 12 ramp plazas will result in a decrease of state restricted revenues of $893,767 in FY 2014, $905,297 in FY 2015, $917,790 in FY 2016, and by $931,281 in FY 2017. Conversely, the Department states the closure of the exit 12 ramp plazas will also reduce state restricted expenditures associated with the operation and maintenance of the ramp plazas. The Department estimates the operation and maintenance costs of the exit 12 ramp plazas to be $371,956 in FY 2014, $379,396 in FY 2015, $ 386,983 in FY 2016, and $394,723 in FY 2017.
The Department notes its estimates assume the existing plazas will remain in place and do not include the costs associated with removal of the exit 12 ramp plazas. The Department estimates the costs of removal to be $500,000. The Department also notes its estimates do not include any costs associated with the displacement of part time employees that would result from the re-assignment of the six full time employees currently assigned to the exit 12 ramp plazas. The Department states the reassignment of these six employees would alter the ratio of full time to part time employees thereby offsetting the estimated reduction in state restricted expenditures by an indeterminable amount in FY 2014 and each fiscal year thereafter.
