STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT relative to the installation of cameras in state police vehicles.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 State Police; Video Cameras in State Police Vehicles. The director of the division of state police, with the approval of the commissioner of the department of safety, shall equip each state police vehicle used for the routine patrol of the ways of this state with a video camera no later than June 30, 2015. The director shall so equip one-half of the state police vehicles currently operating without a video camera no later than June 30, 2014, and shall so equip the balance of state police vehicles currently operating without a video camera no later than June 30, 2015.

2 Appropriation. The sum of $1 for the fiscal year ending June 30, 2014 and the sum of $1 for the fiscal year ending June 30, 2015 are hereby appropriated to the department of safety, division of state police, for the purpose of equipping state police vehicles with video cameras as provided in section 1 of this act. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect June 1, 2014.

SB 338-FN-A - FISCAL NOTE

AN ACT relative to the installation of cameras in state police vehicles.

FISCAL IMPACT:

    The Department of Safety states this bill, as introduced, will increase state expenditures by $867,890 in FY 2014, $785,330 in FY 2015, $76,700 in FY 2016, $109,200 in FY 2017, and $141,700 in FY 2018. There will be no impact on state revenues, or county and local revenues or expenditures.

    This bill appropriates $1 for the fiscal year ending June 30, 2015 from the state general fund to the Department of Safety for the purposes of this act.

METHODOLOGY:

    The Department of Safety states this bill requires the Division of State Police to equip each state police vehicle with a video camera by June 30, 2015, with at least half equipped by June 30, 2014. The Department states many vehicles are already equipped with a camera, however there are approximately 260 that are not. The Department states included with the in-car camera system is the infrastructure to transfer and store video for 90 days; all video required for evidence will be maintained and stored for three years; and there will be at least 15 locations available for the download and storage of in-car video. The Department assumes the following increase in state expenditures (source of funds will include highway, turnpike, federal and general funds) to meet the requirements set forth in this bill:
