This bill provides that in Rockingham county the designated county convention official may approve payments to be made by the county treasurer from the budget for the county delegation and not the county commissioners.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT relative to authorization of payments by the treasurer from the Rockingham county delegation budget.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Counties; Treasurer; Payments; Rockingham County Delegation Budget. Amend the introductory paragraph of RSA 29:1, I to read as follows:
I. The county treasurer shall have custody of all moneys belonging to the county, and shall pay out the same only upon orders of the commissioners, except in Rockingham county in which no payment from the budget for the county delegation shall be paid out by the treasurer without the approval of the designated county delegation official. For Rockingham county, no approval for payment from the county delegation budget is required from the commissioners. The county treasurer shall deposit the same in participation units in the public deposit investment pool established pursuant to RSA 383:22, or in federally insured banks chartered under the laws of New Hampshire or the federal government with a branch within the state, except that funds may be deposited in federally insured banks outside the state if such banks pledge and deliver to a third party custodial bank or the regional federal reserve bank collateral security for such deposits of the following types:
2 Exception Added. Amend RSA 29:5 to read as follows:
29:5 Payments on Commissioners’ Orders. Except as provided in RSA 29:1, I for Rockingham county, the order of the county commissioners shall be a sufficient voucher for the payment of assisted person accounts, appropriations by the county convention, and all other sums for which the county may be chargeable.
3 Exception Added; Orders for Payment. Amend RSA 29:6 to read as follows:
29:6 Form of Orders. Except as provided in RSA 29:1, I for Rockingham county, all orders drawn by the commissioners shall state briefly the nature of the claims for the payment of which they are drawn; and no order shall be paid by any treasurer unless it contains such statement.
4 Effective Date. This act shall take effect 60 days after its passage.
